Remember, their goal is presumably something like political conquest of UK/Europe, that is to increase their numbers and therefore political power as much as possible and then make the lands and culture theirs as much as possible. They're mainly just accomplishing that through migration, birthrates, political agitation and rent-seeking. On top of that the ruling class of Europe is in full alliance with them for exactly that goal. And they know it.
That's pretty radical--through most of history, that would be the main offense, the thing that governments, the intelligence services, are supposed to protect against. The actual killing of a few natives would be a redundant issue, epiphenomena. But today the ruling class of Europe and it's diaspora actually shares this goal: reduce the numbers and political power of whites, move nonwhite political power into these political territories, repress resistance.
So that leaves the question why bother with the terrorism, isn't it risking backlash when everything is going so well? But not only has there never been a backlash the responses are always just to ratchet up repression of resistance. Between that and the learned helplessness of nothing ever changing after each attack, the only result of these attacks — and the steady stream of violent crime, sex abuse, etc— is the native masses get more and more demoralized. So the foreign colonizers not only have no incentive not to commit terrorism they actually have incentive to do so.
